The China Society for Promotion of the Guangcai Program (CSPGP) was established in 1995 upon the approval of the Ministry of Civil Affairs. Its main function is to render financial assistance gratis to those in low social and economic positions by social mobilization and raising funds so as to help them improve their living, study,  and employment conditions and also to attach importance to the protection, inheritance, and passing on of the cultures of various ethnic groups and to promote the fair development.

The Ministry of Commerce (MOFCOM) of the People's Republic of China, formerly Ministry of Foreign Trade and Economic Co-operation, is an executive agency of the State Council of China. It is responsible for formulating policy on foreign trade, export and import regulations, foreign direct investments, consumer protection, market competition and negotiating bilateral and multilateral trade agreements. The current Commerce minister is Gao Hucheng.
